Can this solution work without farm administrator access?

I have successfully deployed this solution onto a web application that has its own service account. This account is not a farm administrator.

I can't activate the service without temporarily granting farm administrator rights to the config database, otherwise activation gives the following error

The EXECUTE permission was denied on the object 'procputObject', database 'CFGFARM', schema 'dbo'. at System.Data.SqlClient.SqlConnection.OnError(SqlException exception, Boolean breakConnection)

So if I grant temporary farm admin rights this works fine. I can activate, but if I revoke the farm administrator access and then attempt to manage FBA users I get this..

Cannot open database "CFG_FARM" requested by the login. The login failed.
Login failed for user 'DOMAIN\MOSS_WEBAPP.service'. at System.Data.ProviderBase.DbConnectionPool.GetConnection(DbConnection owningObject)

So it seems that farm administrator access is mandatory to use this feature? I only need FBA for one web app and I intend to delegate the FBA user managemenet to the administrator of just that web app.
